ITP 99 Deployment

While a second Ice-Based Observatory (IBO) deployment on an ice station was desired during JOIS 2016, no other floes of adequate thickness (>0.5 m) and size (>100 m wide) could be found.  Consequently, ITP 99 was deployed over the side of the ship in open water using the ship's bow A-frame in just over 2 hours.
